The HSE made the Transport of Dangerous Goods (Safety Advisers) Regulations, TDGSA, on 4 February 1999. They came into effect on 1 March 1999 with the requirement to appoint a DGSA delayed until 31 December 1999.

In general, those who load, unload or move dangerous goods by road, rail or international inland waterway have been required to appoint a DGSA since 1 January 2000.

The only person acceptable as a DGSA is the holder of a DGSA vocational training certificate covering the relevant mode(s) of transport and class(es) of dangerous goods. This certificate can only be gained by passing at least three examination papers.

Consignees whose only involvement in the transport of the goods is to unload them are not required to appoint a DGSA.
